The Regulator of Social Housing (RSH) has published a Regulatory Notice (RN) for Norwich City Council, following a self-referral from the Council.
The Council has failed to meet statutory health and safety requirements in relation to fire, electrical, asbestos and water safety. Consequently it has breached the Home Standard resulting in the potential for serious detriment to its tenants.
Key points of the RN are:
- a number fire risk assessments (FRAs) were overdue, including for a small number of high-risk buildings and sheltered schemes. The Council was unable to provide information on outstanding FRA remedial actions
- over 1,000 electrical inspections were overdue including for around 200 communal areas. The Council was unable to provide information about the completion of electrical safety remedial actions
- the Council was unable to provide data on either communal or domestic asbestos surveys, including whether any were overdue or had outstanding remedial actions and
- in respect of water safety, hundreds of legionella risk assessments were overdue, including a small number for high-risk buildings and sheltered housing schemes.
